That's fine.

You ought to consider using small pipes, like LeeJSmith used in his block, to allow the coolant to clear out of the dimples. He's done some excellent work.

The fins would add performance if he were using a peltier, they would also be a good idea in case he decides to go TEC later.

A pelt would not work unless it was a 20X20 pelt, and they don't make those powerful enough and that small. The cooling area of the proposed block is roughly 3X's core size.
