i want to put the PSU at the bottom of the case instead of the top so i can put my 3pl rad into the top of my case

I'm not a fan of the PS on the bottom since heat rises. I don't even mount burners on top for that reason.

One possiable problem is that the power leads may be too short to reach the optical drives.

Negatives:

**** Scratches easly ****
You want have any RF shielding.
Grounding will be difficult.

Positives:

Will look cool under UV lighting. (Provided you do a clean installation.)
Will asorbe noise, quiet case.

Why not something a little different " Glass "

Heat rising is the reason why it is better, do you want to cool your PSU with heated air from your CPU/video card/mb, or nice cool air from the bottom, I have my PSU on the bottom just like that.

I don't see why that wouldn't be posible, they sell cases like that in stores, the only real issues are scratching and static, grounding isn't an issue as everything is grounded thru the cables connecting then anyways.

It would be easy to incorporate anti static. There are commercial anti static ion generators available. for example see http://www.2spi.com/catalog/photo/zerostat.shtml and http://198.173.231.233/page2.html

Won't the rear fan interfere with the mobo?

no more than it would as in a normal layout
all im doing is moving the PSU

on the plus side all the air flowing through the case is doing is extracting heat away from the other sources eg. hdds

I must not be seeing the picture correctly. Certainly agree there's no reason it can't fit.

Heat only rises in stagnant air coupled with a high temperature gradient.
