Default Power supply woes

I have an AT Power supply connected to an ATX power supply. Will this reduce the power fed to the ATX power supply? I used to run a 600E@840 on an Asus P3V4X with around 10 fans, 1 floppy, 1 CD Drive, 1 Harddisk with the ATX power supply straight into the wall socket. Now, I'm running a 650E@962 with the ATX power supply connected to the AT power supply. The AT power supply is powering 3 fans and an 80 watt peltier. Now, my 650E@962 wont run stable if I connect a fan to the ATX power supply, while it used to power so many fans without hiccups. Does this mean connecting power supplies reduce the power?
Also, I'm going to need to power 10 12V fans, one of them pretty big, and an 80 watt peltier. How powerful a power supply would i need? It does not need to power any mobos or drives.
I may not be able to find an AT power supply that can do this so how do I turn on an ATX power supply without plugging it into a mobo?
