fop38, fop32-1, Volcano2,5,6. Anything that is big and fits your budget.
(it looks like that FOP32-1 has over hanging aluminum to it making it easier to tie a 3" fan on it)
Find a quiet slow RPM 3" big fan and resolder the wires so that fan is powered by the 5volt pin the molex connector (this will make it spin even slower). Mount the 3" fan on the heat sink with twist ties, string, fan adaptor mount the bigger slower fan on your HS. I'm guess that would be much quiter but a bit of work.
(I plan on doing the same myself on my 2nd scrap parts PC as a quiet movie dvd PC)
