Duh, not. Depends on your definition of "best".
If "best" means "better cooling performance" then both are equal.
If it means "lowest price" then i think the Swiftie wins.
If it means craftmanship and finition, both are on a tie.
If it means quality of mounting system, it's more or less a tie, the Innovatek is easy & fool-proof, the Swiftie is 'classical' but efficient.
Then consider that both blocks mix alu & copper (though alu is anodized, but an additive is required).
Oh and the Innovatek is in 3/8", the Swiftech can be fitted with 1/2".
IMHO if you're in the U.S. the Swiftech offers more bang for the buck.
