This won't work, at least not as you have described.

The reason evaporative coolers work is that when water evaporates, it absorbs latent heat of evaporation from it's surroundings. In the case of a bong cooler, this is the other water, thus cooler water.

Now, if you attempt to return the water to the liquid state, then it will release the same latent heat of evaporation back into the coolant. So no net removal of heat. Evaporative coolers cannot work unless the water is free to carry the heat away. This means topping the water up all the time.
