Oh nvm I answered my own question. That is the in/out size not the barb size ...I can still have 3/8 or 1/2 barbs on that rad.

If I am not mistaken, the size of a fitting is the OD of a male fitting and the ID of a female fitting. If threaded, it is the diameter of whatever surface has the threads.
