Not exacly, i would recomend the best one to run at 250 mhz ram 1:1 or more.
To me its important to have fast BUS with syncronous ram.

A 3.2 has a multiplier of 16, so it would give:
16*250=4000.
Well, with good cooling and some higher VCORE it should be able to hit those 4000 MHZ.
But then again, Imagine that you buy the new 533 DDR ram from OCZ...
that ram would run at 266MHZ
Well, that would give:
16*266=4256.
Probably pushing too far now.
So with a 3.0 (multiplier 15):
15*266=3990.
The best thing to make is: test by yourself if possible.
An over
cockable P4 system can get expensive since the ram should be very good and the Processors are locked.
If you get good ram and a good board go to at least a 2.8, but if possible, a 3.0 or even a 3.2 .
