I live in Sweden and these are the fanless PSUs I can think of.
Thermaltake W0050 350W
Antec Phantom 350W
Antec Phantom 500W, Not really fanless but they market it as fanless, maybe it could work if you removed the fans?

Maybe a couple of 350W PSUs?
