As for the transformers, I think your volts are off... I make the 13.5V able to provide 16.9V ((13.5-1.4)*1.4 = 16.94) which would put you using about 20A with two 172W tecs. That's pretty close to the line. Also unregulated power supplies tend to suffer from voltage drop as load picks up so that 13.5V may only be able to provide around 15V with a heavy load on it.
