I'd say go with either. On the one hand the 13.5V will give more power to the TEc so you'll likely get better temps. On the other hand the 12.6V is less likely to melt

My current TEC supply is a 3-15V, 25A bench supply. It's a very nice unit but weighs 9Kg (about 20 pounds)!
