I don't think the fan will blow the air into the water and if it does, wouldn't it just make a depression in the entire liquid surface?
Maybe I am missing somethign though...
Also I think the only cooling you will get is from evaporation, because there is convection into the air from the mist, but then you blow the heat back into the other water rather than takign it away.... I'm no expert though - interesting idea mind you...
