Actually, it isn't really necessary, but it's another thing one can do, to avoid using a fan. Fans are still optional though.

With the latest and greatest SCSI drives at high RPM, the temps can be quite high, and so, for the sake of reliability and longevity, it's always preferable to keep it at a relatively low temperature.

Anytime we can keep electronics at a lower temperature is good. Air cooling just doesn't cut it, or is simply too noisy.
