At 32 cfm, no, they're quite useless.

It's worth checking American Science and Surplus for blowers
AS&S blowers
My current favorite's this one

Bearing in mind that the best/easiest way to use something like this is to exhaust a cabinet/case - you then cover the inlet(s) of the case with as much radiator as you like.
