i was thinking this and i thought could some of this ideas work ?

for example, a something with 50 litters of water, a massive pump and the CPU block... could that work ? for a 24/7 heavy OC ?

Yes, that would work. But realize that the water will heat up. How much it will heat depends on how fast the container can loose heat. Probably not as fast as it is added. So the water will continue to heat up. Again, how long it takes to get to hot, depends on how fast heat is dissipated. And you don't need any special pump. In fact, a larger pump will just add more heat.

A better idea would he an underground "heat pump" type setup. You lay a grid of pipe underground and use the natural cooling of the earth as a heat sink.

I'd bet that a nice 2x 120mm (5x10) radiator with quiet fans on it would be better. Can you be more descriptive of your idea? A copper water tank outside or in your basement would work very well but a plastic bin under your desk will not let the heat escape well.
