This would be a lot more than just basic help designing such a block.

Are you sure the mobo isn't a P4DP6? Can't seem to find a P4SP6 anywhere.

Maybe something like this: http://www.swiftnets.com/products/APOGEE-1U.asp

This says P4SP6 and the link you just gave is for a P4DP6 in which I found. So if it is the P4DP6 you just linked then it appears to have mounting screws. The Swiftech Apogee 1U is designed for servers. http://www.swiftnets.com/products/APOGEE-1U.asp However if your case is a full ATX then the Apogee GTZ has mpounting plates for that socket type.

It will be a lot easier, more professional, better performance and probably cheaper just to buy the blocks. You probably will not find a design to build such a block here. I can't remember anyone ever using that type of motherboard.

You might try http://www.xtremesystems.org/forums/. They still have a fairly active liquid cooling section.
