Liquid Nitrogen, should be able to manage -100C or so

For air cooling on the cheap an old cpu hsf from an old socket7 or celeron chip would probably do a fine job on a northbridge, assuming you have one spare.
Hell I have half a pentium heatsink cooling my voltage regs and 4 parts of an old 486 heatsink cooling my gfx card ram, amazing what a hacksaw and a bit of AS epoxy can do

for ambient temps, a normal hsf is okay, but your next step is a pelt
