Default 172w 24v(16a) pelt ran at draw? 12v how many amps would it

would it still need all 16amps even tho its being run at half its req. voltage??

V=IR

24V=16A*R

R=1.5 ohms

12v=I*1.5

I=8amps

P=IV

P=8*12

P=96 watts

Anything else?

Except a pelt is not a resistor. A pelt is capable of outputting power when a temperature differential is maintained on the two sides.

When a pelt is powered to maintain a temperature differential, there is a Seebeck voltage associated with the temperature differential that reduces the current draw of the pelt.

Pelts also have a substantial Temperature Coefficient of Resistance making it complicated to calculate the performance of a pelt.

Here is a Kryotherm simulation of a 172 Watt pelt powered at 12V, and cooling a 35 Watt GPU:

Edit: BTW, for this simulation: P=67W
