Default Problems with my TBIRD

I have been over this system time and time again with munkeys, gurus, and a voodoo man...here is the prob. Can't get this 1.2 AXIA FSB 200mhz processor to run at spec! It will not boot into WIN2K at 1.2 12*100 at 1.75 volts. When I bump the voltage up it won't boot...when I bump it more still nothing. I can run it at 1.33ghz 10*133 at 1.80 volts...but it runs too damn hot! 50C no load...sometimes dipping to 48-49C. I have now underclocked it to 1150 at 1.75volts and it is behaving...but at 43C verry little load.
I have a Thermaltake SuperOrb the fans are running at spec. but it seems to be not working well enough.

Would the high temps cause WIN2K to give PageFaults and crash out (reboot)? If so what would be a decent heatsink fan combo...not ready to go to watercooling just yet...still pondering that big question...plus I move my system around alot so water might not be ideal for me just yet.

Ps my mobo settings on memory timings are extremely conservative so as to not add additional instability into the system...I would rather get it running right then play Also yes I did use thermal paste..just not Arctic Silver
