Default Noise problem... please suggest.

I have remodded my water cooling system so the radiator is on top. I have the Radiator that fits on 120mm fan with 4 passes. Anyways I made a hole on top but when I put fan+radiator there the noise is SO loud. I tried every possible combination. I tried fan blowing out of case getting air from radiator, blowing at radiator, blowing at radiator into case, now I have it blowing out of case getting air from radiator and with spaces like 1cm thick. This thing is louder than Alpha PEP66 w/ 38CFM fan, and I bought water cooling mainly to keep my case as quite as possible... I'm so annoyed now.
Before I had the hole on top I temporary had the radiator + fan inside the case near resevoir, but I redid the tubing now to put radiator at top...

Please suggest something...

Don't stress. If its a 120/240V AC 120mm fan they can be pretty loud. So can the 12V units. All you need to do is use a dimmer switch on the 120/240V AC fans or if its a 12V unit, a suitable resistor. By cutting the output, it will lower the noise. You then need to find a 'sweet-spot' where the noise decrease and performance hit are just right for you!

Putting some space between the fan and radaitor and other obstructions that are directly behind or infront of it will help reduce some of the noise.
