Questions regarding Power Supplies in Parallel Mod

I'm a bit confused, does this only apply to the 12V line? My 12V line is fine but my 5 and 3.3V lines are a bit low. Now if I merge from both power supplies the 5V lines and 3.3V lines and connect them to the motherboard, will this work just like in the guide connecting the 12V fan? Also do both power supplies have to be the same? I have a really crummy 430W (ya right) PSU and a really good 250W and I'm thinking of combining them. What do you mean by "a bit low?" Most of the time it realy isn't enough to be conserned with, most of the time it has something to do with a cheap sub-standard PSU.
I personaly wouldn't bother if your voltages are within a reasonable limit
