About the offset:
I really think that it is 1.75mm. Check out this spec sheet:
AMD SPEC SHEET FOR SOCKET A
Note on the drawing on page three (13 on the pdf as a whole) that the lever on the right side of the socket (also called a cam) has a thickness of 3.5mm. This would cause an offset of 3.5mm/2=1.75mm, assuming that the mounting holes are placed equidistant from both sides of the socket.

To prove your point, please post a spec sheet that says otherwise.

Duh! you clipped from the image the main dimension in question (in the top line)

So, we conclude: 55.9mm-52.4mm=3.5mm
That's the total offset, so we divide by two in order to find how far we have to move the waterblock's mounting holes
3.5mm/2=1.75

Anyone disagree with that?

(This is based on the assumption that the mounting holes are placed equidistant from the socket's outer boundary!)

Note: If anyone has an actual drawing (preferably from AMD) that shows the socket in relation to the mounting holes, this whole thing could be cleared up instantly :)

The mounting holes are not equidistant from both sides of the socket.

The mounting holes are not equidistant from the side of the socket without the arm, and from the other side of the arm on the other side either.

Imagine that the whole socket, including the arm, is centered, and then they've gone and moved the whole socket over about 0.5mm towards the holes on the side with the arm.

The off-centre distance is 1.27mm.

Nice. So the mounting holes for the WB have to be moved 1.25mm to the left... good thing we figured this out :)
