There is no internal baseplate. The water hits the pelt directly.

Wouldn't the swiftech block work better if the inlet and outlet weren't both off to the same side? Maybe something to block the water from flowing directly to the outlet would help

I am not sure you understand the design exactly. There is only one copper plate, it is what touches the GPU core, it also forms the bottom of the block, its screwed on with 6 screws. the Peltier lives *inside* the block, if that helps you understand any. The cold side is against the top of the copper plate (silver thermal paste). Here's a picture where i took the screws out and pulled the plate away a little. The plate with peltier on it are the blurry thing in the foreground :) You can see where it fits into the upper section of the block.

If you already realize that, sorry. I wasn't exactly sure what you were looking for. If you are wondering if there is anything special where the peltier touches the copper... there is not. And the water's contact spot with the peltier is obviously flat.
