You can get below 0 on less then a hundred watts, and much colder for not a whole lot more. Really not that bad, and probably not much more energy then he'd use with an air cooled P4 ;)

Phase change is really energy effcient, at least until you go too low and start to run into Carnot's law. Then it very quickly starts too look like TEC cooling, only at about 40C colder.
