has anyone directly attached a cooler to a TIM
Given that P4 and A64's have TIMs, has anyone (BILL?) manufactured a commercial block that doesn't have a base plate; just clamps down on the TIM? I think there are good reasons for asking.

I think you mean TIM = IHS. I am sure that some enthusiasts have but I am pretty sure that there would be no comercial blocks made like that if only because of possible leaks.

in no hurry to make something whose pressure integrity relies on the user making a perfect assembly
and the consequences ? no second try unless you're using $50 coolant |

IHS removal is pretty risky - many newer P4s have the IHS epoxied to the chip, you try to remove it and rip the thing apart.
A64s are less risky, but care must be taken during assembly. |
