Does that just decrease the voltage, or can it actually alter the frequency?

I got them.

It's a simple circuitboard, 1" x 1", wrapped in a clear plastic. Since you're interested, I'll pick one apart, and report results.

It's a rather simple circuit. Note the trimpot on the bottom left.

I'll try to run some tests shortly; I've got a spare AC fan begging for this.

That looks like the controller on which I did some testing for you. Look up my thread “Taming my Comair Rotron”. In there you will se the testing I did. It was near the end of the first page.

And yes the controller does change the AC voltage to change the RPM of your fan.
