Does the procedure in the article work for the plastic parts of the case too?

I've painted many a plastic case, and a few keyboards, monitors,
and mice...(I'll post pics of my latest work when the paint is
dry and I can reassemble it all).

Plastic should ALWAYS be sanded. I like to use 400 grit wet dry.
But if what your sanding is textured, you might want to use 800
grit wet dry just to rough up the surface. Otherwise you'll find
yourself sanding the textured plastic down till it's all uniformly
flat and be very mad at yourself for all the extra work.

Primer is a major plus with plastic. Some plastics are very pourous
and will just soak up your paint. So try to let it soak up your
primer and give you a nice non-porous surface to put the good
colors on. Also, make sure you follow the directions and "test
the paint on a small area". Some plastics don't react well to
the thinners and binders in the paint.

I know, this is sounding much harder then it is. I'm just trying to
give you a heads up on some of the more difficult and not
often discussed details of painting computer cases.

If you have your heart set on using a Vinyl paint/dye instead of
normal paint, try looking at an automotive interior shop. They
should have all sorts of dye/paint for changing the color of
your dashboard and such. I've used that stuff on cars before and
it works GREAT! But I've never felt the need for it on computer
parts that were properly prepaired before painting.

I hope this helps some...

As I said in other posts, I'll post pictures when I get my computer
together...
