Water Dye and foam

I just recently set-up my first water-cooling rig. I bought some blue dye from D-Tek and put that in with my water. The only other additive in the water is a few drops of blue food coloring. I also used distilled water.
There seems to me a lot of foam developing in my reservoir and through-out my system. Is this normal for a dye additive? Besides dilutting or changing the water, is there a way to get rid of the foam? Is the foam harmful?
I don't seem to be getting the cooling numbers I was expecting but I do need to add another fan to my radiator and I am very suspicious about this foam.
Any help would be appreciated.

Your inlet and outlet are too close, I'm sure you're getting some water chruning...

I had this problem, made a new res with inlet/outlet farther apart, and it fixed it.
