okay i was testing all my stuff before installing it on my pc ... and well everything was working and i shut it off cause i had a small leak on the top of my pump fitting and now i c an't get the pump to suck the water anymore ... i really don't know why

Probably just need to reprime/bleed the system again. Esp. if it is a magdrive type pump they don't suck water unless you have the inlet primed.

thanks that worked.... now i just wonder if i should make the outlet hose come out of the bottom of my resivor ...dunno how i would seal it so know water came out of the opening ......

Try plumbers goop that stuff will seal just about anything.

Is there an actual leak or just a bad seal?

no there is no leak right now cause the outlet is just above the water level and the hose goes down into the resivor , i'm thinking of putting the outlet lower towards the bottom of the resivor but i don't know how i would go about sealing the hole ... esp since my best tool is a dremal and thus its very hard to make the proper holes
