what do u need to know in order to make aWB that can also work as aTEC WB?

you need to spread the cooling to more than just the die size in the middle of the block...
try to stay away from a mazy channeled design...... A grid design give smoother cooling over a large area...

make sure you have ample clamping provided by the block and coldplate.... at least 4 bolts evenly spaced around the TEC..... but more is always better...

keep in mind that you would want to do some insulation, so pay attention to the retention mechanism.... keep it simple and effective, that way making it much easier to insulate

Lots of surface area over the entire area of the tec and try to equalise flowrate through all of the block. Take a look at swiftech blocks they are the right kind of design.
