To be able to give you some advice, we need more info!
What are you planning to cool?
CPU only? +GPU? + NB? + Harddisks? + Mosfets? + PSU? + Memory?

the White water is a nice block (have one myselve), and it performs well in a low flow system. It performs even better in a high flow system, but it will be one of the most restricting factors in a high flow system.

Your temperatures should be about 4 to 5 degrees lower in a high flow setup.

It's all a bit the 30/70 rule.... with 30 % effort(costs) you will get 70% result. To gain that other 30% you need to be willing to put in 70% effort (and cost!) and you must be aware that you may never get the 100% perfection.

If you only want to cool the CPU, get a nice heatercore from D-tec (maybe a double HC) and a MCP600 and let it run 1/2" tubes.
