From what I understand, powder coating is a pretty elaborate process.
It works by spraying a layer of "magnetic powder" onto a metal surface, the powder sticks to the metal because, well, magnetic things tend to stick to metal.
It is then baked in a really hot oven, and the heat causes the powder to bond with the metal surface.
The result is a nice, shiny, hard color that is very scratch resistant.
I doubt this is something you can do in your kitchen, but pretty much any car paint shop will be able to do it for you, although I doubt it will be cheap.
