My house is drafty. The air temperature on the floor is lower than that of only 1 foot higher off it. Therfore, any inlet should be as low to the floor as possible. Consider though where your pump and res are placed. Don't impede the airflow into your case by placing the parts to close to either fan. The outlet rad may not matter as much as the inlet. Other opinions may be valuable here.
