You should have the fans sucking air INTO the case through the rads for better cooling, that way you can have only that one fan sucking air out of the case. Better still, add another fan at the top of the case and you've got the two you require and don't have to worry about the warmer air above the case being sucked in.

Also, I'd pump from the res to the pump to the rads and then to the blocks. There's lots of discussion about this but this should mean that the coolest water goes on to the blocks. In the end it's your decision. Work out what is best and have a reason for doing it, rather than doing it cos somebody says so.
