Did you use conductive Heatsink grease (Artic silver) on the CPU or anything else?
If so clean with Rubbing Alc, and Q-tips.

You could also look at the setting for power on the back of your Powersupply make sure it's at 115

You could try a new Power supply

You could try different slots for the RAM or only use one stick.

Look to see if your clear C-Mos Jumper is on the right setting.

You could clear the C-mos
If all else fails yank everything off the mobo but one GOOD stick of ram and the CPU boot with only that. Then Insert the Video card and boot with that and so on and so forth.
