It's a good price but you'd be better off with an ATX PSU for any TEC. The build quality on an ATX PSU is much greater. They are extremely safe PSUs in terms of reliability and performance. They also have a great advantage over that bench power supply: An ATX PSU is started electronically which means it can be controlled by a computer. It's possible to buy an ATX with more current for the same price (or less). My company makes an ATX Starter which automatically switches on/off an external ATX PSU when your computer is powered (the ATX starter is £15).
