Default WhiteWater temps high? Need help.....

I have here a WhiteWater set-up that seems to be not performing well.. I really don't know what's behind this high temps. I hope you guys can help me with this

Barton 2800+ @ (220 X 11) 2420 MHz
Vcore : 1.9v (bios) 1.82v (Abit EQ monitor/MBM 5)

CPU block: Dtek WhiteWater
Rad: Small arse rad (6 in X 6 in X 1.25 in) w/ 2 Delta 86CFM fans in push/pull
with shroud
Pump: Eheim 1048
Tubing: 1/2 ID

Ambient temp: 28 C

Abit EQ monitor/MBM 5 temp: Idle : System: 30 C
CPU : 44 C

Load: System: 32
CPU : 50 C

These temperature are almost identical when I'm still using the Epox 8rda+ mobo.. I have already remounted the block several times in fact I have already consumed 1 (2.7 gram) tube of Artic Silver Ceramique paste.. I believe I have applied the CPU with the correct amount of paste (thin layer) and the block screws are tighted evenly with enough pressure... :shrug:

Any inputs will be greatly appreciated... Thanks!
