The cheapest place to get a PSU is from E-Bay. Look for an appropriately sized PSU for your TEC (i.e. a 12V 30A Meanwell, or a 24V 15A Meanwell, etc...). Pick the PSU based upon your TEC, of course. You should know what the voltage and amperage are from the sale literature. If it is a the 226W pelt that Dangerden sells, it lists it as a 24A 15.2V(max) device. Run it at 80% of V(max) which is about 12VDC. The Meanwell S-320-12 supplies 25A at 12VDC which should be enough, and Dangerden sells it for about $118. You can probably get it for cheaper on EBay, but you it's more risky (Dangerden isn't going to stiff you or give you an abused product).
The reason not to go above the V(max) voltage is because the resistive heat generated starts to become more of a burden than the extra cooling you get from the extra power. There is a curve where the maximum power is moved and it drops off on both sides. Most TEC companies seem to recommend about 80% of V(max) for maximum power moved.
Now, that's all stuff I've gotten from sales and engineering literature. I am not a TEC tester.
