it needs to cool down, and since evaporation will take place when water is hot and when there is an opening on top then it's obvious the water will evap. hence an evap tower.
It's common knowledge that to cool water u need air
well afaik(as far as i know) it doesn't need to evaporate, hot air is what's needed to escape.

another method is the heatpipe's method if you know recirculates the water inside a pipe; cool water get's boiled then goes up then after having cooled goes down again.
if u dont want evaporation then maybe a heatpipe's method is what ur looking for.
