The socket may be oriented in different ways, but the mounting of the block is always relative to the orientation of the socket.
If you look at a Socket A, oriented with the cam box at the top (i.e. rotate the motherboard if needed), then mounting locations for a block are always consistent relative to SocketA's orientation, and the orientation of the CPU is always consistent relative to the Socket A orientation.
