No matter what the geometry mating the block to the core it is hard to imagine an instance which does not allow clamping the TEC as the area around it must just be extended enough to allow screw holes. Can you be more specific as to the instance of the problem and the geometry you are using? All that needs to be thought about is having enough material thickness on the cold side to spread the heat from the die area to the area of the TEC.
