Ditto what Groth said. To cool your processor you need something closer to the 150-200W mark. The problem is that a Peltier's heat pumping is rated at 0 degC temperature difference. You don't really get impressive cooling unless you are pumping about half the rated load. If you can get your hands on a 200W Peltier, a good waterblock & radiator will send an 80W processor down around 15°C. You will need a good better radiator though.
