If the chasis is tied to anything, it has to be tied to ground. Never neutral (think about what would happen if there was a break in the neutral wire in the cord/wall). A two prong plug implies electrical isolation of anything that can be touched.
N07 means 100V (and a Japanese plug, I think). It'll run a hair hot on standard US voltages.
