most efficient loop is one that uses least amount of hose and least amount of bends...
you want to avoid 90deg bends if possible... so as for order it doesn't matter much..
as for cutting the tubing all i use is an exacto knife.. nothing fancy.. it doesn't give me perfect cuts.. but good enough for me...
