Have you noticed that we seem to be the only ones in this thread talking about your original post? Oh well, here goes anyway.
A 350 W PSU for a dual Nocona MB is a stretch. However, with a large part of the normal 12V load being handled by the second PSU it should work. But it will be close. Get a PSU with at least 18 A on the +12V.
The 15K hard drives will pull a lot more current starting up and running, but I'd be surprised if a 350W PSU dedicated to drives and pumps could not handle this load. Once again it's close.
Going for inexpensive PSUs means taking a big risk with your expensive hardware. They may work great. They may not. I don't have any firsthand knowledge of, or remember seeing any reviews of the Super Flower PSU. A power supply is not a good place to try to save money.
You also should be sure that both PSU's are well grounded to each other or to the case if one of them is external or not screwed to the case like a normal PSU is. If you are putting them in a case that has mounts for two PSUs this is not a problem. If not, you can use the normal screw mounting holes, a couple of crimp-on spade lugs, and some heavy gage wire (12 gage or less, in this case smaller gage = bigger wire) to connect the second PSU ground to the case. If you are connecting to aluminum, you need to use a star washer to get an "airless" metal to metal connection to the aluminum.
