There are many paints that you can use, but there's always a trick: the steel needs to be primed first, and of course that means sanding it down. Here's an excellent article:

Personally, I'll be trying out Rust-o-leum's "Hammer" paint, so polishing is out.
I've used the rustoleum Hammer paint and it's awesome. Make sure you let it dry for a whole day and not just 6 hours. The paint goes on pretty thick and when it's dry it is very strong compared to other spray paints.
