Are you talking about using dual DSL lines acting as a single IP address?
I was toying with the idea of doing that a while back with a DSL and a Cable modem. I have heard from one of my friends that Linix COULD do it (IP "mascarading" I think it was called)
I personally do NOT know how to do it, all I know is that I believe Linix CAN be configured to do it HOWEVER a Linux Box would HAVE to become your router for both DSLs in order to achieve this.
If I ever actually get around to doing something like that, I will be sure to post it here

P.S. Why dont you just uncap your DSL? AKA ADSL have a maximum downstream of 1.5Mb and upstream of 786Kb (same as a T1) Most DSL companies offer an upgrade plan for extra $$$$ IF you are close enough to the station that your DSL is connected to. That might solve your problem too
