I have very similar fans and found them to be tolerable at 10,8v. specs
At 12v they are still loud and you would need a special fan controller to regulate the voltage because of the high amp draw.
The bearing noise will be your biggest problem after all and I estimate that my fans are in the 35dB range if turned down.
