...but not necessarily the power: the negative voltage lines are usually rated for 1 amp only.
Also, you'd have to have a load higher up for any of this to work. i.e. the 7 volt trick requires that you have a load on the +5 volt line, because current isn't allowed to flow back into a PSU on any other line than Ground: most PSUs will simply shut down.
