If I wanted to block people from sharing, I'd just go into the router and block the ports. That would stop most of it - if not all of it.
That switch looks okay.
Layer 2 refers to the 7 layer OSI model - the 2nd layer is the physical layer. Its basically the part that actually tells the hardware to transmits some bits. If you have a dodgy cable (or 2) AND layer is doing error detection then you will have alot of additional interswitch transmissions.
This is bad, because most games are UDP and don't want you to do retransmission. Late packets should just go away.
Sorry, didn't want to go too far off on a tangent.
If you have decent switches, then check and recheck and re-recheck all the cables. You might have some NEXT (near end cross talk) or some other interference causing issues.
